The state flag of Nebraska was actually designated a state banner by legislative action in 1925. The official designation of the design as the state flag occurred in 1963. The design on Nebraska’s state flag is the state Seal of Nebraska which was adopted in 1867 the same year of statehood. The Seal was designed by Isaac Willes, an early Cass County settler who also specified the state’s motto: “Equality Before the Law”.

On the center foreground of the Seal is a blacksmith working with his hammer and anvil. Behind and to the left is a settler’s cabin, sheaves of wheat and stalks of growing corn. In the background a train is shown heading toward the Rocky Mountains, which are in view in the west. Above the Rocky Mountains, on a banner, is the state motto: “EQUALITY BEFORE THE LAW”. On the right of the seal is a steamboat ascending the Missouri River. The outer circle of the Seal are the words: “GREAT SEAL OF THE STATE OF NEBRASKA MARCH 1ST 1867”. The blacksmith represents the mechanic arts of Nebraska, and the cabin, wheat and corn symbolize Nebraska’s agriculture and the importance of settlers. The Missouri River and the Rocky Mountains represent the beautiful national wealth of the state. The steamboat and train symbolize the state’s widely used means of transportation. The motto “Equality Before the Law” originally referred to the right of each settler to public land; at the time of the seal’s adoption, the motto was also viewed as a reference to the abolition of slavery. The date “March 1st, 1867 is the date Nebraska joined the Union.
